
In the United States, the Depression led to the New Deal, a series of domestic programs championed by then-President Franklin Roosevelt.

In some countries it led to the rise of totalitarian governments (Mussolini’s Italy, for example) in others, it led to political realignment (Britain) or the rise of Communist parties (France). The Great Depression devastated the world. Since Democracy is already a fine government for players who like forming Alliances and making purchases with Gold, New Deal becomes much better for helping their cities and their economies grow in tandem. Gathering Storm removes this penalty, but adds the restriction that it can only be unlocked after adopting Democracy. In vanilla Civilization VI and Rise and Fall, New Deal's substantial penalty to Gold output makes it an off-putting policy at best. In Gathering Storm, it is only available after adopting Democracy as a government. The Roman Empire wasn't above bribing different tribes to stay away from its borders either.New Deal is an Economic Policy Card in Civilization VI. Rome, for example, may have been sacked by the Visigoths, but it also worked with them to defeat the Huns at the battle of the Catalaunian Plains. Those changes should make gameplay more interesting, but they'll also help the game better reflect history. It’s also possible to hire barbarian units to add them to your army, as well as sack their settlements for gold. But if you want to get crafty, you can bribe them to attack one of your opponents. How you interact with a nearby clan will affect its progress toward that goal.Īs usual, you can opt to eliminate each tribe as you can encounter them.

Each tribe will field its own unique units, and they’ll working be towards becoming a city-state. For example, you’ll find the Hills Clan near hills, while the Rover Clan will have settlements near horses. The mode adds six barbarian tribes that will spawn near different areas of the map.
